Sunset is the moment the upper edge of the Sun disappears below a flat horizon. Hills, buildings and haze can make the Sun vanish from view a few minutes earlier. After sunset the sky stays bright for a while during civil twilight, which is short in the tropics and much longer at high latitudes in summer.
